Low hcg & progesterone :(

I get blood work done early due to a history of miscarriage.

At 13dpo my hcg was only 9.

At 15dpo, my hcg was 35 and progesterone was 13.8.

The doctor seems to be ok with these numbers, but they seem so low to me! Anyone else had low numbers in early pregnancy and everything turned out fine?
