Low HCG levels

I went to the emergency room for just some minor cramping nothing to serious. But being that I have had a ectopic pregnancy before and I’m just finding out I’m pregnant, I wanted to be sure this baby is in the right place. So I got blood work done and I got an ultrasound. I’m was exactly 4 weeks yesterday, & my hcg levels was at 241. They were saying that was low and to return in 48 hours to check my levels again. Is 241 a good hcg level for being 4 weeks.. please help me! Just tryna get some answers!
