Should have called the cops??

So a week or 2 ago I went drinking at a bar for the first time with a friend. The man that was supposed to be our DD ended up super drunk and then came over and announced to us that if we wanted a ride home we had 5 minutes because he took a big hit on cocaine and had that long before he felt the full effect. I refused to allow my friend to get a rude home from him. I had made friends with the DJ and arranged a ride home for my friend and I with him. I really wasn't comfortable that there were hard drugs like that at the bar. Should I have called the police and told them about the drugs at the bar and on our "DD"?? I feel like I should have looking back on it
