He's 15 and in highschool and can't date. Help!

This guy and I have been "talking" and he told me he liked me and I like him back. I was super excited bc I really liked him but whenever so try to make plan to go out he says he can't. When I finally asked him why he said it was bc his mom won't let him hang out w girls and we were going out in a group. We are both 15 and in high school. Idk if I should give up bc I've been trying for almost 3 months now or stick with him until his mom let's him go out.
