High blood pressure

Hello all. This is for anyone who has or knows anything about high blood pressure. My boyfriend was complaining about being very hot and having hot ears. Tested his blood pressure with a cuff and it was 166/96 and then on the other arm and it was 168/98. I also want to add he is 21 years old so this seems very abnormal to me. Can anyone tell me how urgent this is? Should he be taken to the hospital or can it wait for a doctors appointment Monday? Thank you in advance!
