Fornication is sex outside of marriage. Other physical expressions of affection, such as kissing and hugging, are not necessarily sinful, but are doorways to temptations you may not be able to resist.

Kissing and hugging and anything intimate makes you aroused. It leads to other things. Remember the scripture in Matthew 5:28 about even just looking at a woman with desire means you've already committed fornication? It's not just about physical sexual intercourse. 
Giving a small kiss and just a hug is not fornication. But doing those things deeply and other intimate things that make you feel aroused and thinking about sex with that person is in fact fornication when they're done outside of marriage.
