Is this cultural appropriation?

Is it cultural appropriation if a white woman wears her hair like this?  Tbh I’ve never seen a white girl wear a scarf like this, so I wanted to know if there’s significance of this style in other cultures that I’m not aware of.

Most of me wants to say yes, tbh, but I could be wrong here. 
From what I know, head wraps originated from African slave culture in America when Africans were not allowed to wear their hair naturally and were forced to cover their hair with wraps. Because of this, Africans covered their heads with colourful and elaborate wraps. 
I also know in Jamaican culture (I don’t know if this is the same for Americans—I was raised mostly in Jamaican culture so bear with me) that head wrapping is used for spiritual purposes. 
Now, I don’t know of any head wrapping existing prior to the first example. If you do, please correct me and give me sources so that I may better educate myself!

I personally don’t think so. My mother in law is from west Africa and suggested I do this. I haven’t but she didn’t see an issue with it and i don’t either

I see black women of all nationalities wear their hair like this meaning a lot of them may not be descendants of whatever culture this originated in so if it is cultural appropriation then they are just as much at fault.

I usually say yes to these questions, but nah. I have family who’s Armenian and some Italian, and they’ve worn head scarves like this for decades, like fr there are pics of long great grandparents rocking these.
