Low lying placenta still

Had another Ultrasound at 28 weeks. Was placenta Previa at week 17...then shifted around week 22. The placenta is 1.82 cm away from the cervix. It has to move .08cm to be clear for a vaginal birth and it's been stuck there for weeks. So frustrating. If it doesn't correct itself, I will have to get a c section. They tell me it will clear itself...but they have been saying that for weeks now. My last scan they said the baby was pushing down on it. I fear the larger she gets, the less room there will be for the placenta to shift.  Anyone else dealing with this?
