slow HCG then doubling

HCG started slow last week with about a 6 day doubling time 13dpo 15.29 and finally 28.01 just about double 19dpo. Although this week they picked up and began doubling everyday 1.5 days. no pain, no bleeding, no free fluid, etc. what could this mean?
