Boyfriend keeps getting let down

So my boyfriend has a friend from his high school that he keeps trying to make plans with. Every time he does he won’t get a call from his friend or anything. His “friend” just straight up bails and posts himself hanging out with these other people. This has happened maybe 3-4 times. Every single time my SO gets upset and so do I. He’ll look at me and say “at least someone wants to hang out with me”. Every time I want to hit the guy with a shovel.

Has this happened to anyone else’s SO?
