If white people have a "not my problem" attitude toward the struggles of minorities, is that racist?

I don't mean if a white guy saw someone being beat up on the street or something, and he chose not to help just because of their race. That would be racism. I mean them ignoring the general struggles that minorities can face, because it doesn't affect them.

Everyone I’ve always heard say “it wasn’t their problem” has been pretty damn racist, so I’m going with yes. If someone is aware that these problems exist, feel like it isn’t their problem, but if similar things were happening to white people they’d care then yeah, that’s racist.

Yes they are behaving in a racist way. 
Racism has such a complex definition. Part of it is about structural mechanisms in our society that advantage one group over others based on their skin. White people can often ignore problems because they are protected from them. But doing so reinforces the structural mechanisms of advantage and disadvantage in our society based on race, so that is demonstrating racism.
