Doctors safe medicine list says I can take robitussen cf but ingredients (phenylephrine) aren’t safe?

I’ve had horrible sinus headache/pressure and my list of decongestants my doctor gave me says it’s safe to take robitussen CF but when I look at the stuff in it it includes phenylephrine which isn’t safe to take during pregnancy. Can someone elaborate why this would be on my safe list

It’s a Class C drug- Risk not ruled out: Animal reproduction studies have shown an adverse effect on the fetus and there are no adequate and well-controlled studies in humans, but potential benefits may warrant use of the drug in pregnant women despite potential risks.
