do I wait?

so I'm starting birth control next year, and I originally told myself I wouldn't have sex until I was on bc AND I was using a condom. my boyfriend eventually convinced me to have oral sex with him, so I've been doing that for awhile, but I have a strict no penetration rule and he respects that and doesn't bug me about it.

still, I know he's itching to have vaginal sex and honestly I really want to as well. I know that lots of girls have sex with only a condom as protection and are totally fine, but I'm just worrying. like, what if it breaks?

I've been on and off about just fucking him if we used a condom, I talked about it with him, and he really wants to do it but also understands my concerns and wants to be safe as well. however, he thinks we'll be fine if we just use a condom.

is just using a condom safe enough?? or should I wait another year when I start birth control?
