Police Cars

In your state or county, are police cars marked? I live in Ohio and it’s illegal here for them to be unmarked but I went on vacation and driving through Virginia (I’m pretty sure but in 10 hours the states blur together) we saw a car get pulled over by, what looked like, a regular car. It had no markings on it and the lights shined from inside at the top passenger side of the windshield.

My question to you: is this legal where you are? Should it be legal?

Edit: I took my personal opinion off so people will stop focusing on that and just give me their opinion 👍🏻
