How would you feel

I’m 20 almost 21, my boyfriend is almost 24. I am the only one that drives and I always have to make the plans. Like if we go away, it’s my idea. If we go to something it’s my idea. It’s been like this for a year now. I know he can’t really tell me hop in the car he’s taking me somewhere because he doesn’t drive but he can come up with stuff. Like I told him I want to go away these weekend bc were off; and his answer was “where?” he never really says he wants to do stuff or go do stuff. I’m frustrated and even addressed it to him and he doesn’t really show a care about it. He said him and his ex never did anything so he doesn’t know. Advice?
