A little help friends? :(

How can I start a convo or start talking to a guy if he’s super quiet and shy and I’m the same :( I don’t know any of his friends and the same for him I really wanna talk and get to know him and maybe even start dating, we stare at each other all the time but that’s it :/!!! Any tips??
