Was he flirting with me?

So I was camping with my family friends. One of them happens to be a 20 year old who I’ve know for years. He spent the entire time talking to me and invited me to go to the drive in with him. We were supposed to go Alone but some of the other kids we were with just decided to join us but we both sat in the car together talking throughout the movie. He kept splashing me when we went swimming and just picking on me in general. We exchanged numbers but he said he probably wouldn’t text me cuz he doesn’t normally text. Idk if he was flirting with me or just being himself so I need opinions.
