Hcg levels and pregnancy

Long story short . July 9 i found out i was pregnant by a test. Actually 4 lol

Next morning I started spotting which turned into like a period. The bleeding stopped 3 days later turned from red to brown. I went to the hospital july10 hcg level was at 25 , july13 is was at 58 then returned july 14 for a repeat and my hcg is at 64. Does it seem normal ? I thought i had a miscarriage but i am not sure because hcg are still rising . Anyone been through this?
