Stinky after being washed

So I need some help. My cloth diapers were starting to smell after being washed. I did some reading and discovered I wasn’t washing them correctly.

Basically my machine is too big for the amount of cloth diapers I have so there is too much water and they aren’t rubbing against each other to get clean.

I tried emptying water out but my machine has a sensor and just puts more water back in. I also tried tricking the machine to skip to the agitation cycle and it wont do that either. fluffloveuniversity says I can fill the load with other items that are roughly the same size like hand towels.. but then I would need like 15 hand towels.

Any ideas??
