Victimless crimes

Let me know if this has been discussed throughly, and I'll remove it. Only been in CC for a couple months. I was talking to my friend and we got into a debate about police/being arrested. He believes nothing should be a crime, unless there's a victim. I asked if he meant that someone driving while intoxicated shouldn't be arrested? He responded, "As long as they didn't hurt anyone, no they shouldn't be arrested or fined." I asked if he was ok with someone speeding down a residential road where children ride their bike. He responded, "Yes, why should your kid be someone else's responsibility?" (And yes, he has a daughter) It got to the point where I couldn't talk to him because it was so stupid to me. I get petty drug charges shouldn't be as big of a deal as they are, but DUI and Speeding where kids play? I didn't realize there were people who believed that, maybe I've been living under a rock lol (small town life).

Do you agree that all victimless crimes shouldn't be crimes? I agree with some crimes, but not others. Thoughts? (Again, let me know if this has been discussed too often and I'll remove the post)
