Sexual harassment?

So does this count as sexual harassment? I was waiting for a bus when this man came out of no where and started talking to me. He spoke Spanish so I couldn't really understand him well. But he tried to hug me and I pushed him away and said no. He told me to relax and walked away. It was really creepy and I was so uncomfortable and scared. I mean I'm only 15.
