Not sure I'll ever be happy

I've been dropping hints to my boyfriend of 4 years that I want to be engaged. I'm turning 23 and I feel like it's not going anywhere. I love him and I know we aren't ready for the wedding but I'd like to at least be engaged even if it's for years before the actual wedding. But he thinks if we get engaged we need to make wedding plans right away. I just wanna know I'm more than just a gf especially since we have been thinking of moving in together. I don't want to just be the gf... Idk what to tell him anymore he knows how I feel but won't tell me how he feels.
