Can I request a C section

So ever since I had my first daughter I knew that if I ever had another baby I’d want a C section I know the recovery time is harder and longer and no I’m not afraid of “giving birth” I did it 110% natural last time with no drugs. I just had a tough pregnancy/labor last time and I don’t want to put another baby through that. My first daughter tried coming at 6 months I was put on bed rest till I gave birth I was borderline pre eclampsia my midwife told me I was so borderline that some doctors would say I had pre eclampsia and some would say I wouldnt. I was tested 4 time through out my pregnancy to make sure it didn’t get worse. Then the day my daughter was born while giving birth to her she stopped breathing she didn’t come out crying and she was blue/purple from lack of oxygen. It was traumatizing. I DO NOT want to have all this happen again which is why I wanna know if I can request a scheduled C section. I am now married to an Army man and have Tri care do they allow you to do this?
