Still Low-Lying Placenta

I went in for another Ultrasound to see if my low-lying placenta shifted out of the way. Unfortunately, it did not and is stuck .2cm away from being cleared for a normal birth. It's been there since week 18. I have 1 more Ultrasound before they tell me I will absolutely need a C-section. I am running out of time. 
I am just losing hope at this point. Everyone is telling me, "oh it will definitely shift" and "you have plenty of time..." But at this point, I am doubting it will. I am scared to get a C-section as my sister has had them and had a lot of issues post-partum. 
Every Ultrasound I go in and leave so disappointed. Anyone else dealing with this?
