Are these bedbug bites?

So my grandmother called me and told me that she thought she had bedbugs because my brother was getting bite. I found it a bit strange because he was the only one that had any bites and he shares a room with one other person and they have no bites. I looked at their beds and furniture and found nothing. So then I thought it maybe fleas (they have a cat) but the cat gets flea treatments and there would have been fleas all over my feet after I took off my shoes because they are attached to heat, there are none. I'm soooo confused
