Boyfriend issues

My boyfriend never makes time for me and is constantly turning me down every time I arrange to do something together and clear my schedule for him. I have tried talking to him numerous times about it but everytime he turns it on me telling me I’m being dramatic and to stop hassling him and makes me feel bad for bringing it up. at this point I just don’t know what to do, I feel like it is so one sided because even when I do see him he doesn’t show any affection. What do I even do?
