Yes. You ovulate approximately 24-48 hours after the LH surge. Given that you test only during some points in the day you don't really know the actual moment of the surge. The surge can last for days, even if you have already ovulated.
Having said that, to confirm if ovulation occurred, you have to be bbt temping. So the Surge tells you that ovulation is likely to happen soon but a consistent rise in temps confirms if it happens.
