Baby clothing brands for small babies

My daughter is average height, but only in the 6 % for weight. It’s very difficult buying clothes that actually fit. Can anyone recommend brands? Besides just leggings I don’t know what to put on her that doesn’t leave her looking like she’s wearing someone else’s clothes. If I go too much smaller her clothes will fit the waist but be way too short. For example I bought 6/9 month and the skinny jeans were baggy (I mean sagging). She still wears 3/6 shorts, but because of her height they look more like diaper covers than shorts 🤦🏾‍♀️.
