13 month old mean to pets ...??

We have a dog and a cat both of which are good with the baby...until she gets ahold of them, i understand at her age she doesn’t understand to not pull their tails, paws, ears and fur, however when they growl at her she thinks it’s hysterical, which is concerning cause that’s their cue for her to stop, but since she thinks it’s funny she’ll continue doing it until finally they get up and walk away. I’m trying to teach her how to be nice to the animals by gently petting them and saying “nice”, then she reaches over and starts her usual antics.

I’m 99.9% sure she doesn’t want to hurt them but I find it odd that she thinks it’s SO funny when they growl or hiss At her.

Anyone else or any tips???
