What's the purpose?

So my boyfriend's brother is going through a breakup with my ex best friend? Um .. but they still hug, kiss, and have sex.. Just without the title. And she says they can't hold hands in public. The only reason I would think of her doing this would be to fuck around with other people? She would lie to him and not listen to him about other stuff. So I just need help understanding why?
