Help!!!!

Seriously why doesnt my baby sleep? During the day he will nap 20-30 minutes during the night it will start off where he sleeps for 2 or 3 hours then every hour hes up and takes about 30 minutes to get him back to sleep. Do I call his doctor? Im at a loss for what to do? Me and my hubby argue because of his screaming non stop. He said he has no connection with him because all he does is scream. Our last had colic and reflux and didnt cry like axle does. I cant put him down longer then 10 minutes because hes coughing lossing his breath screaming.
