If i use bc, can my partner ejagulate in me? Or still not safe, and still need condoms?

If the birth control is used properly, yes ur partner can finish inside. Keep in mind that nothing except abstinence is exactly 100%, so technically there’s always still a chance of pregnancy, but it’s extremely unlikely when on birth control (again, if used properly).

if a penis goes into your vagina, protected or not, you can get pregnant. even if he doesnt ejaculate. 
So yes, you still need to use condoms, but know that even that osnt 100% safe.
