Found this cutie

I went for a walk down the road at my moms. She lives in the first few trailers in the trailer park. I was walking torwards the end of the trailer park and their is a bunch of stray cats. A car was coming as all hours in the day they come in and out. All the cats moved out of the road except one didnt so i ran and got it before it got hit. It was a little puppy covered in paint and soaking wet from the previous down poar so its been outside for a while. I took it inside bathed it. It seem like it was abused its very scared. Do you agree putting such a small dog or any dog outside at night unattended with cars going in and out? Also heres a few pictures what breed do yall think it is and what can i do to get rid of flees?
