If you had any respect for your relationship and any hope for it working out, I would absolutely not be going on a date with another man. Especially, a man who in your words “likes you.”
Just my opinion but it seems very disrespectful to even consider going. 
I do however think it’s okay to express your feelings to your boyfriend. Assuming you’re not thrilled he didn’t get you anything for your birthday, talk to him, talk about how you’re feeling and why.
Dialogue is key. Honesty and trust are key. Respect is key. All of these I have learned throughout the years.
