Dont know next step. PLEASE HELP

So I dropped my daughter off at her dad's house Thursday he doesn't really spend time with her and I needed a break plus I work 40+ hours a week. He always leave the baby with his mom he's 26 I'm 21 ND my daughter is 1. He lives with his mom ND sister who also have 1 year old which he treats like his daughter I don't ask him for money not anything else so he left the baby with his mom who is bipolar ND a drunk this is the message I got from them this morning
