My son does this all the time, but it's not an issue. Babies do this, it's normal. Could just be gas, or her just moving. Maybe soothing herself.

Why is this a “huge issue”?

I would try swaddling with the legs curled up. This is a comfort thing that I believe starts in the womb. My daughter had the same issue with wanting to be curled up and it made getting her to sleep on her own so difficult and frustrating. You can also try rolling up a blanket and placing it in a U position under baby's legs to help keep the legs up but hopefully help your LO to relax instead of trying to hold them there.

My son (almost 3) & husband sleep with their legs in the air. It’s so weird. If your baby has gas, I highly recommend the Gerber probiotic and gas drops, it’s over the counter. I did 6 drops a day 1 in each bottle, for a few days and he stopped having gas and colic issues. He slept better and was super chill. If gas or mild colics are making her uncomfortable, I recommend the drops. Bicycles  or even a warm pad on the belly can also help.
