Looks like it to me.
1000 mgs of L-Lysine per day and it'll be gone in a couple days. Next time take the lysine before the outbreak fully develops and it will likely stop it right in its tracks.

I get these super annoying rashes on my hand, and like once every 6 month it moves its way up to my lips and around my mouth. Looks sorta like that, and mine def isn’t Herpes. But I’ve also never had herpes so I couldn’t say if that looks like the start of a cold sore!! Do you get rashes/are allergic to anything?

Looks like the start of a herpes/cold sore outbreak. Call your dentist ASAP and see if they have a laser. If they laser it before it goes into the  blister stage it will make the sore clear up faster or keep it from fully developing. Good luck.
