Here’s what I would recommend doing 
Remove the stuffing and remove the head by untying the string by the neck. This is connected to all the limbs in the dolls body. There are a lot of videos on YouTube for restringing a doll. Then I’d recommend washing the fabric body and sewing the bottom. The restringing video tutorials with help you put the limbs back on the doll you can buy new legs on eBay if you feel like they will be to hard to restring (they will probably need replaced). The stuffing should be put back in through the neck hole and then the head can be placed back on. Simply tie the neck string and it will be all good. 
I can’t tell if the dolls hair is damaged but you can buy doll wigs on Etsy and replace the hair if needed. 
YouTube tutorials are your best friend in this situation 💕

Fabric glue? E6000? That sticks to nearly everything. I second putting some “panties” over too so it doesn’t look like a hack job

Could you sew her some panties? You could see the legs to the panties first and then to the body. It’s hard to see if the leg with the cast has enough material left to see to so I can’t tell if this would work. If there isn’t enough material on the leg you might could take a very small bit the drill holes around the top of the leg to sew into. Just some thoughts. I’m not sure any of that would work though.
