The baby's testies don't start to descend into the scrotum till week 34. It's prolly just the angle of the ultrasound.

Maybe it's the cord? At my first gender scan, my boy had his cord between his legs and you can barely see his boy parts because the cord is hiding it. The second scan a week later, just his penis was clear as day.
