Is he cheating? I’m confused what to do

I just found out, that my husband has been talking to my “friend.” When we were fighting and he had asked her what she did to get back at her boyfriend and she told my husband that she had slept with one of her boyfriends friends.

And my husband said “I would sleep with any of her friends besides one.” Then he was calling her cute and not ugly... I had suspicions about it. Because he would get rides from her to and from work, and I had ask him if all they did was talk about rides, and he told me yes. He lied obviously.. He doesn’t think he did anything wrong. But he was talking to someone who claims that she’s my friend, and basically telling him to sleep with one of my friends... because he wants to “get back at me because we were fighting.” This conversation was all back in October, I just found out over the weekend that all this was happening...

He believes he wasn’t in the wrong and he was just angry that’s why he said what he said...
