He's not ready for a family or engagement but I am.

We are still young but I'm so ready for a family and waiting for that day he'll pop the question 'Will you marry me?' The problem with engagement before was that he was working at a place full time but wasn't receiving full time. He now works at a airport for 40 hours a week,starting at minimum wage but frequent raises and great working benefits! We live in Canada so also healthcare is free. The problem was that he wasn't making enough money to save up for a engagement ring but now he will be making double and still will not be saving up for it. He's done university and in September he will be doing a PEAR test to become a Police Officer and the process will take a year to two years but keep in mind he will still have this full time job till he becomes one. He wants to wait till he gets his to career to ever get engaged or start a family! So that wasn't the problem at all. He tells me he can't wait to start a family and to marry me someday but he could get engaged to me and have a family with me right now but he doesn't want too till he has his career but he has a good paying job.. I've been wanting this for so long that it's getting emotionally draining and hurting me so bad! We've been together for 3 years and I'm so ready to settle down and he will say the same.. He doesn't have enough money to save up for a engagement ring or to start a family but he wants to take out a car from a dealership and pay 300$ a month and insurance 400-590$ a month.. He has a perfectly good car that is in excellent shape that is a 2009 and he only pays 250 for insurance!! I don't know what to think anymore :(
