Flakey skin

Hey, just looking to see if anyone has some tips on what to do with my skin between my eyes and a little on my forehead. When I do my makeup it always looks flakey, like the makeup is drying and coming off. It never looks like this any other spots on my face. I’ve tried putting moisturizer on right before doing my makeup, different primers, nothing really seems to fix it.

Right now I use pours no more by doctor bandit for primer and NARS for foundation.
