Solid smiley

I went to a cycle day 12 scan last Tuesday and the doctor only saw a 13 mm follicle and said I likely wouldn’t ovulate. I’ve still been doing the advanced testing kit that I had started on day 10 and have been getting the flashes. This morning, on cycle day 18, I got the solid smiley.

Is it possible that follicle grew to the point where ovulation will happen? Or maybe the kit is wrong?

Any insight is much appreciated!
