Opk fluctuations

This is only my 2nd month using them. Does everyone's LH fluctuate until you get the surge? Only CD12-glow has me ovulating on Thursday and so far my opks have been fluctuating...there isn't really an increase. Basically they're staying the same. Is this normal?
