Am I not ovulating?

Mirena removed 11/26 after just under 2 years and it never stoped my periods. Last cycle I ovulated with 2 days of positive opk and confirmed bbt rise. This cycle I started EPO - evening primrose oil on CD1 and stopped on CD11. Using clear blue advanced opk this cycle on day 9 of high fertility and temps have been flat for 3 days, no rise or crosshairs. Ready to give up on this cycle and stop testing 🤷🏻‍♀️ any input, insight, words of advice, or even suggestions for next cycle all greatly appreciated
