Is it inappropriate to ask the person you’re sleeping exclusively with if they’re sleeping with other people?

No.  Not at all.  If you’re sleeping with someone, you have a right to know what their sexual habits are.  I would just say something along the lines of:
I want you to know that I’m not interested in being with anyone but you right now, but if you’re seeing other people, You should let me know so I know to keep an eye on my sexual health.

No. That’s actually something that should be discussed right away. Anytime you’re sleeping with someone, you’re absolutely entitled to know and ask about their sexual history. No need to feel uncomfortable about it.
