Reps & sets

I know this probably a dumb question but I want to start lifting weights. I do not want to be bulky but I already 238 pounds and I’m 5’3. I’m unsure on how many reps and sets to start out on. The only thing I have at home are dumbbells that are 10 pounds each. Another thing, should lift weights before cardio or afterwards. I also started this diet that limit me to 2 smoothies a day with one full meal . Any advice is appreciated, thanks.
