Expressive/ receptive language delay?

This is about a little girl I watch, we will call her Emily. She will be three years old in March. I am starting to wonder if her language is delayed and if I should bring up my concerns to her parents or if this sounds typical. I’m not an expert but I’ve spent a lot of time with a lot of kids and Emily just seems behind based off other kids her age i have/ do watch.

Emily’s speech is hard to understand, even for me who has her 5/7 days a week. When she does talk she only uses one or two words, three max. When she has to my poop she says “my owie poop.” She says “I eat” when she’s hungry. Otherwise she does a lot of noises. If she wants to show me that she did a puzzle she’ll say “heh” and point to the puzzle.

I also feel like she doesn’t understand as much as she should be. I’ll give her a simple command, she say “yup”, and then just stand there. So I’ll ask her again to do whatever small task and it’ll be the same thing, she’ll say yes like she agrees to do it but then not actually do it.

I try to converse with her and there’s no back and forth. No matter what I ask her or say to her she just smiles and says “yup” “yes” or “uh huh” even when most of the time it’s not even a yes or no question.

We sing the abcs multiple times a day while we wash hands or if we are waiting for lunch to be ready, basically anytime we need to pass a couple minutes. She is not close to knowing her abcs. If you ask her to sing them she says “a d a d a d a d 8912” kind of to the tune then just fizzles out (even when you sing them with her). We also count through the day, the steps as we climb them, how many plates we get our etc and she can’t count to three yet. If you ask her to count she goes “1892 1892 1892” repeatedly.

Anyone have insight? Does it sound like she needs more help possibly from a speech language pathologist?
