Help!!!

So my husband is from Mexico and he’s trying to get his papers fixed (to become a citizen or resident of the us) we been together 6 years but things have been rocky.. well anyway we are married and we been trying to conceive for a long time I really want to have more kids I only have one right now and it’s not by him. It’s form a previous relationship. Well he tells me he doesn’t want to have kids because he’s scared that’s he’s going to get deported. He tells me that I’m selfish because I want to have kids right now and he doesn’t want too because he’s scared. So he tells me fix my papers and then we can start talking about kids. Like really?! What do you girls think I should should I follow thru what he says and wait for children. I mean fixing his papers is a big deal to me because what if I do that and then he up and leaves? Like I don’t know anymore.
