Is this a chemical pregnancy?

I went in to get blood work done to check that everything was ok for me and my huband to conceive. This is our first year actually trying. So I went in on Monday my results came in with a HCG level of 28 then i got a call from my doctor saying that was a positive pregnancy test but just to confirm she wanted me to go in on Thursday to re-check my HCG levels since its a desire pregnancy it went down to 1 HCG. Is this consider a chemical pregnancy? My doctor is out for this week so I wont speak to her until next week.
